In the mainframe world I came from if a product was 'site licensed' you could run it on as many systems as you wanted. Is that what you mean? If so, no.
I don't think you are asking the right question.
I don't think it will tell you what you want to know when I answer the posted question. The answer is "yes, it is licenced"

I am looking forward to perform an upgrade of JIRA. I am recently assigned to do this. I did ask the one who was handling it before to get me a support account but didn't get much help. I was looking to create a account and found the sign up option and ended up being here. Just wondering if this was what I was looking for! Any help on this is much appreciated.

Ok, this site is the community site, for all users of Atlassian stuff to talk about it and hopefully help each other out.
You can use your Atlassian account on support.atlassian.com as well, to get support from Atlassian.
