Does Jira provide functionalities to build cost pre-approval process based on complex Approval Matrix (built per role, location and amount to be approved) with different customisable request forms (depending on the cost type), with delegation of approval and deadlines for approval?

The short answer is yes. The configuration of those complex requirements will determine how much work you have to do in Automation for Jira and workflow post functions.

Also, there is an approval mechanism that is built into Jira Service Management that can help provide an audit trail and we’ll as various reports more easily than just using standard Jira Software or Jira Work Management.
