How is the "custom notification" URL implemented? 

Is it from a marketplace addon / application, which perhaps already has the ability to perform such linked actions, or from some other mechanism?

No, I look for a native funtion in Jira, I only ask to the community if knows something.

I believe this depends upon what "action" you are trying to accomplish.

For example, one could provide a direct link to an issue attachment, and that would trigger a download of the attachment (for licensed Jira users).

What problem are you trying to solve?  That is, "why do this?"  Knowing that may help the community to offer better suggestions.
