We want users to be able to directly reply in Outlook from a JIRA email notification when a comment is added in JIRA. Right now users see the comments made in JIRA from their email notifications, but have to open their browser and go to that issue in order to make a comment instead of being able to hit "Reply" to that email notification and have it added in the JIRA issue automatically.

This is possible by configuring the mail handler in JIRA to create comments. Then when the user reply to a JIRA Notification, a comment will be added to the issue.

Yes, replying to issue email is the standard behaviour in adding comments, but if you are looking for more client side integration perhaps the OutlookToJira from catWorkX would help.
