Is there a way to ensure all 3 of our environments keep the same custom field ID's and Value ID's?

Here's our issue, we have 2 developers that work simultaneously and we have 3 environments that we move to, but the 2 developers can’t always move in sync, which causes custom ID’s to shift. Is there a better way to manage this, so that the custom ID’s and Value ID’s stay the same in all environments without the DEV’s having to worry about crossing wires? We know clone downs are an option, but is there a better way to catch it before the ID's get out of sync?
