Either browsing from the search area -> Advanced Issue Search or from my Filters, I am seeing the issues but the UI is scrambled. Also the Filters in the UI are not showing neither the space to enter JQL.
Have you tried clearing your browser cache?
Have you tried an Incognito window (if using Chrome)?
Have you tried a different browser?
Are any other users of the same Jira instance experiencing the same problem?
The issue was actually due to my organization firewall which restricted the cdn urls.
This issue is no longer relevant.
