Issue Transitions Report

Is there a way to use JMWE's issue transitions to generate a report on all issues?

Actually, there isn't. 

The closest thing you can achieve is through the newly released JMCF for Jira Cloud app, which allows you to create calculated fields that show transition authors and date/time.
