Hello,

Where can I set Issue Permissions for buttons Approve and Reject in Issue/task. I'd like to add permission for these buttons only for Reporter or Admin

You can set a condition in the workflow transition. So you go to the workflow, select the transition (approve and reject) and set a validation that the user either has to be an admin or reporter.
