I don't know of any specific hard limit per server ID for Atlassian server products. I am not aware of what limitation might be in place by plugin vendors for evaluations. I suspect this could be different for each vendor based on their own policies. That said, why would you be creating several evaluation licenses for the same server ID?
If you need a license in order to do some testing on a staging server, you might want to look into the developer license. These are intended for non-production instances, and available to any commercial/academic license type (starter licenses, community license, and open license excluded from this program).
That said, it is possible that you might start to get some push-back when contacting Atlassian for support, encouraging you to purchase the license you need. Evaluations are intended to help users trial our products before buying them. These run for 30 days (but can be extended up to 90 days) before purchase.
