Could you elaborate more on what you mean by "external users", would it be okay if you share with us your business case so that we could better understand how you use Service Desk and help you to find the possible correct query?
I have the following requirement
I have configured an email address to create issues in Jira service desk where it is open for customers as well as for agents
I want 2 queues to be created as Internal and External where emails received from organisation users should be in Internal Queue and Emails received from customers (i.e., the email address can be gmail, hotmail, other than organization email ids) should be in external queue in my service desk project
So i need to frame a JQL that can filter based on the issue reporter's email address
