JSD logged time by none agents

We're using Jira 7.6.1 with tempo 8.13 and I've been asked to allow non JSD agent to log time on JSD task when they answer question from the support team. We do not want to duplicate tasks within other projects for the programmers team when it a question that took them less than 15 min to answer.

I have looked at most Q&A about tempo on the community, I have added the Dev team group into the following permission and they are still unable to log time directly on the task (not seeing the option) nor by going into tempo directly and entering time onto the task because it giving the error msg:"You are not authorized of working on the request."

I cannot disturb a programmer every 2sec to test editing task for me to check my trials and errors attemps with permissions modification.

We do not want to use more JSD licence for this mater.
