As mentioned by Liam, sandboxes are now available to Premium and Enterprise customers.
The sandbox is available under Products in the top navigation from the organization administration screen.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
I'm not on Premium, so can't test this - but it looks as though it is already here.
This article shows you how to manage and set up your sandbox.
