You can not use Active Directory on Cloud. Only Atlassian Access.

No, you can't. Only Atlassian access can be used with Cloud.

ok and for 3000 users on Atlassian cloud what will be the best recommeded hardware specification for cloud server and it will be manage by Atlassian Team or by us.

If you want Jira Cloud then Atlassian will manage all resources. You do not need to worry about it.

If you want to install Jira on-prem to Cloud (for example AWS), then you will manage all resources yourself.

1. ok jira cloud is using IAAS or PAAS and if more load from end users how Atlassian Team will make sure best performance of jira software

2.  Jira on premise integration with Micorsoft Active Directory so we need to use jira windows base instance or we can use linux base instance also for Microsoft Active Directory Integration.

1. I would say that Jira Cloud is SAAS. Atlassian Team currently supports up to 5000 users per instance and they guarantee good performance for this amount of users.

2. You will install Jira on prem to an IAAS service or maybe PAAS (it is your choice what provider to choose). Then it will be you, who setups everything. You can setup as you wish.
