Jira workflow triggers only available with dev tools?

I'm trying to trigger a custom event in a basic self hosted Jira install (no dev tools) but I don't see the "Triggers" tab when setting up a workflow transition. Are triggers only availble to Jira installs that have some dev tools installed?

Thanks Nic and good point - I'm on 6.2.7 and seems only availble for 6.3+

I've also been wondering about this. I wanted to set up a trigger that changes the status of an issue from "Waiting for Customer" to f.ex "In Progress" or from "Resolved" to "Reopened" when the customer comments on the issue. 

Editing the workflow and clicking "Triggers" on one of the statuses brings me to a new screen with the messasge: "Connect to BitbucketStashFishEye or Crucible to start using triggers."

Cant I create theese triggers without connecting to one of those dev-tools (which I dont need)?

EDIT: Im using JIRA 6.3.6 self hosted.

No, the dev-tools don't provide triggers. What version is this self-hosted Jira?
