Limit issue security for Users and Observers

We currently have an Issue Security scheme that limits the Users role where they can only see their own issues:

Security Level: Limit JIRA users

Description: Limits JIRA users to see only thier issues

Users/Groups/Project Roles: Group (jira-system-admins), Project Roles (Consultants, Observer, and Project Managers), Reporter

We would like to add the same limit to Observers, where they can only see the issues they are Watchers of.

I'm running into issues setting this up. Can this be done WITH the JIRA users limit? This needs to be applied to the same project.
