Manage Account permission for Jira admin

Good day

As a Jira Admin i don't have access to Manage Account tab in the User Management section of jira.

Currently within the company i worked and what i can see in the documents of JIRA you need to be an Org Admin to be able to access "Manage Account".

Is it possible to create a new group of permission that i can assign to a Jira Admin to be able to access "Manage Accounts" to be able to do all needed management of accounts?

Welcome @Wian Greyling 

No, you need to be an org admin in order to manage both users and groups. As Jira admin you have the access to Jira settings. Contact your org admin to grant you the org admin rights.
