Need to cancel my subscription.
I never applied for Jira Premium.
Also your support portal has a bug, it is contiuning refresh the browser..

funny. I had the exact same experience.
In case you wanna still test around you can either go via cockwheel -> settings to 'Billing' , find your jira site/app and click on Manage (right hand side). There you can 'Change plan' and again set it to 'free plan'.
Or via admin.atlassian.com and there 'Billing'.
It will then say it will change to free with the next period and have an air of 'but you owe us one month'. Well, you don't. At least I did not, as was confirmed by Atlassian sales.
And the browser refreshing issue ... I had this also... kinda forwarding, login in, jumping back, forwarding in a loop. Couldn't reproduce it though. Just vanished.
So, I'm glad you posted it. Dunno why all this is behaving in a way one has to constantly doubt ones sanity these days.
