There's a specific issue which I should have permissions to close and cannot. It is at the right point in the workflow, yet the option to close it does not appear. Other issues at the same point in the workflow in the same project can be closed. This single issue is the only one I have trouble closing.
This can happen if indexing or a transition have a glitch. The problem makes the workflow data not match the issue data and Jira can't work out what any conditions are for it so it hides all transitions.
Try going to Admin -> Integrity checker and run the checks related to workflow and status. If this is the problem you're having, then it'll name the issue and ask you if you want to fix it (do it, it only takes a fraction of a second for each issue affected)

It will not interfere with anything people are doing, although you might note it loading the resourcing a bit more than normal running. I think I've only seen it have a noticable impact on the performance once, in a large instance (1/4 million issues, unlimited users), but even then it wasn't painful for the other users.
