No user select drop-down box

No user select drop-down box

A project lead, who is allowed to administer projects, tries to add new components. When assigning a component lead he is not given a select box to choose users from. He can only do this by entering the user names. Is this a malfunction or is he missing some permission settings?

He probably doesn't have the "browse users" permission. Have a look in Admin -> Global permissions
