Notification when restricted comment is deleted

We use restricted comments. When they are created, notifications are only sent out to the permitted users. That's ok. But when they are deleted, all users, even the ones not permitted to view the comment, get a notification. That seems senseless.

Can the the notifications about a restricted comment being deleted be sent to the permitted users only?

Using JIRA 6.3.11
