The Agent can add a customer to the main Customers list, but can't add one within an existing Customer.
I've toyed with permissions to no avail. What should I look at to troubleshoot the issue?

Have you found a solution for this yet?
Have you made sure your JSD Agent is a part of the Users & Roles Service Desk Team and or they are a part of the Permission 'Service Desk Agent'.
Try adding their specific username to the permission directly and see if they can see the button then. If not then there could be some sort of a bug.
