I have a team that handles both software delivery and operations support. as such, they have a JIRA software project w/ scrum board and a JIRA Service Desk project w/ queues. Is there a way to see the work across both of these in one place to do capacity planning / evaluation?

You can add the Service Desk Project to the Scrum Board, the you have all issues of both projects in the backlog.
To do that, you just have to edit the filter that is used in the Board configuration.
