Jira doesn't have a true equivalent to that stash KB document.  That document is more about how you can configure your proxy if you had one in front of your Atlassian application forwarding data.  If that is the case, I would recommend starting with Proxying Atlassian server applications with Apache HTTP Server (mod_proxy_http).

Are you trying to configure a proxy to work with Jira?

Or are you instead encountering permission problems with reaching issues/projects that you know exist in Jira?   If it is the latter, then it might help to walk through Jira Permissions made Simple.
