Administrators can configure an announcement banner to display pertinent information on all Jira pages. Please see details here.

 

Confluence administrators can add a site-wide banner that will appear at the top of every page of your Confluence site. Please see details  here.

In Jira, use the announcement banner.  In Confluence add a div to the global html header.
