Hello,
I would like grant users the ability to manage users and groups as well as approved access requests for Jira Cloud.
I do not want to grant them access to change other admin level settings, just the user management.
Preferably this can be a group permission so I can add these "user-admins" to the group and not configure their individual permissions every time.

Jira Cloud might not provide the exact low-level access control that you are wishing for here.

Project Admin role does not exactly meet my requirements. I actually wanted to grant the project admins the 'user-admin' role. I will discuss with my team leads and potentially make them site-managers.
