What are the possible ways to save cost while managing the Atlassian software Assets. Are there any global contract for buying the Atlassian products. And also is there  any country wise VAT or Tax details available? What are the best practices to be followed in Atlassian software licensing.

1. Get familiar with the software licensing details to understand how the licensing works, e.g. for Jira Software: https://www.atlassian.com/licensing/jira-software
2. Check how many users need the features of each app. I.e. if you have 200 Jira users and only half of them need the agile features of Jira Software, you could save big on licensing costs (especially on Marketplace Apps costs) by having a 100 users Jira Software and a 100 users Jira Core license. Therefore all your Marketplace Apps only need to be licensed for 100 users, too.
3. Definitely contact an Atlassian Solution Partner to receive a quote for your whole license package. They usually provide lower prices for the licenses.
4. The tax depends on the locations of your company and the solution partner in case you choose to purchase your licenses from a partner.

+1 on what @Daniel Fietta said! This is an older post, but I'll share my $0.02 anyhow. 

You could also try using an automated license management software such as License Logic. They'll automatically remove unused licenses that go inactive for > 180 days. They offer a free integration to see how it works, so technically you could just use the free version to solve this problem you mentioned above.
