Is it possible to have requests automatically approved if certain users log the request, but if other users log the request a third party must approve it?
For exampel:
Users A and B can log requests and approve them (access request for example) and they would like the requests they log to be autmatically approved by them.
Users C and D can log requests but cannot approve them - User A and B have to approve.
I believe this is possible in the Service desk, but is this possible in Jira software?

It's possible in Jira Service Desk with the help of the automation in that you can make it so approval is required, however it is only restricted to "not a customer"/"not an agent"/"no access" etc when a ticket is raised - https://confluence.atlassian.com/servicedeskserver/automating-your-service-desk-939926334.html
Above is not available in Jira Software since Jira Software doesn't have the same approval functionality as Jira Service Desk, and mainly deals with approvals via workflow functions.
To get more granular as you described, you would most likely need help from a third party add on like automation for Jira which can be much more flexible in the automation for both Jira Service Desk and Jira Software.
