I have looked at it but only gotten as far as setting the schedule to run the rule once a week, the got stuck at the JQL as wasn't sure how to do a search for the different items I have listed. If you could help with this, I will then attempt to do the next part and see how far I can get with the component.

thank you Jack, I'm trying it out now with smaller time frames to see if it works. everything after the JQL search seemed pretty straight forward.

It is indeed possible to accomplish this automation with Power Scripts for Jira from Cprime but only for Jira Server or Data Center. A script would to be created to implement the functionality you are asking about.
