Bulk create / edit custom field values

Hello everyone,
We need this custom field where users should be able to pick a specific value from like around 500 values.
Picking pre-defined values is essential as this field will be used for cross-project reporting and free text field will end up in different entries / spelling of values.
These values change weekly.
So we need something where old values are archived and new values are added.
Is there any solution for this?

As far as I have seen, there is no API endpoint to read, modify, create new values for a custom field. Is this correct?
Any other suggestions?

Have you had look into Assets?
1. You can create a custom field that can link to the asset schema
2. Within your Asset Schema you can can create "Objects" (the values you want) in bulk and setup automations to do this import data (if predefined) 
3. You can give them a attribute called "Status" that you can make "active" or "archived"
4  Then you can change the custom field to only display active objects. Whilst keeping record of there use so no missed BI
