We are running Jira Server (Data Centre) with Service Desk.
We would like to allow people without a Jira or Service Desk account to create issues using Service Desk but it looks like this option is only available with the cloud offering. Is that correct?
I think you are referring to providing an Open portal for creating issues in JSD. This is indeed available in cloud but believe it is not (yet) available for server.
Thanks Jack, you are absolutely right. There is an outstanding ticket to add this feature to the server edition ( JSDSERVER-5227)
