Can I use Jira Service desk To allow non-users to create request and get response on their request without being counted towards the license.
Yes. You will either need to enable user signup or create accounts for these people. But you do not need to assign them membership in a group that would provide a license.
Then you would need to make sure you either set your portal security to allow all registered users on this jira site, or add your users to the Service Desk Customers project role.
