I'm trying to edit the last name of one of our users, which I was able to do fairly recently, but when I went to edit the user, I only get the option to toggle what products they have access to and what groups they're in. I have full administrative privileges. The page seems to have changed and I now can't see any options for any editing of users.

We moved to use Atlassian Accounts some time ago and it resulted in changes when it comes to details of users.

Basically, if you would like to have user's last name changed, you will need to ask them to do so. There is no option for site administrator to do it.
You can ask your user to login to https://id.atlassian.com and have details changed.
