Can't access JIRA from Russia

is anyone know why Cloud Jira is not accessible from Russia? 

I can get access only with VPN.

I have the same problem is with two major Russian cell providers - MTS and Megafon. I'm using the GPRS connection (LTE). I'm in Moscow region. But if I switched to the wi-fi connection (office or home) then it works without problem.
Same thing with my smartphone and LTE-notebook. So it's not FW, HW or SW problem.

Can't connect to https://???.atlassian.net and https://atlassian.net/. And the Stride messenger have not workingk too.

It keeps for at least one week (MTS).
