Can't access templates and other functionality in JIRA (i.e. backlog, sub-tasks, etc.). I am an administrator. Currently, I  can only see one template option (Engility).

I'd love to help but I'm not sure I do understand your request! Seems like you're admi of your instance but can't use all features, can you describe a bit more what you're trying to do and what's the outcome? What's failing?

Please also tell us if you're a project admin, a Jira admin or a Jira System Admin?
