I have been working trying to figure this out but I can't find the problem.
I need to add a new value to a custom field using Jira Server. I have Admin user so I should be able to do this, however, when I access the screen to Configure the custom field, this is what I see:
However, when I check the documentation, this is what I am supposed to see:
Why I can't see the option to add a new value?
Note that if I press the "Add new context" option at the top I only see this:
In the screenshot, I see that you the field is Technician Name, is it a User Picker field? If yes, user picker field do not support options. Options are supported by select list, checklist and radio button fields on which you can see contexts in screenshot2.
Can you double check the kind of customfield that you need the option to add to?

It looks like the field is probably a short text field. It would need to be a single select picker field to be able to add values. Can you confirm the field type?
