I was wondering if it is possible to give service agents permission to create shared responses?
I am trying to avoid giving to many users' administrator permission.

If you're using canned responses built-in in Jira, it has no permissions settings. Only admins can create shared templates.
It can be done with Canned Responses Pro if you're willing to use applications from the marketplace. The app allows agents to create personal and group templates without admin permissions.

if for "shared responses" you mean comment shared with customer, you need just to provide comment permission to an agent (check project roles and permission scheme).
