Unable to find Control chart in Gadget, how to enable that.

Jira Cloud does not provide native Control Chart or Velocity Chart gadgets for dashboards, despite having these reports available in the project reports section. This is a well-documented limitation, you can find similar community posts on this below:
Since native options aren't available, you'll need to use marketplace applications to add these charts to your dashboards. Here are the main solutions:

You're absolutely right — Control Chart is not available as a native Dashboard Gadget in Jira Cloud. Atlassian hasn’t yet made Control Chart directly embeddable on dashboards.
If you're open to solutions, Time in Status offers:
A Chart View with a similar insight to the Control Chart (duration spent in each status).
Dashboard Gadgets to display the chart or table directly on your dashboard.
Ability to filter by Project, Assignee, Sprint, or even Team and configure what you want to track (e.g., Cycle Time, Lead Time, or custom metrics).
Solution built by me team.
If you're using Jira Premium, Advanced Roadmaps lets you group issues and monitor progress, though it doesn’t replicate the Control Chart directly.
Export data to Excel or Google Sheets and create a Control Chart manually — though it's not dynamic or automated.

As already mentioned, Jira does not natively offer such dashboard gadgets. A solution would be to try a plugin from the Atlassian Marketplace.
In case you want to try a plugin, our Great Gadgets app offers both Control Chart gadget and a Team Velocity gadget (for Scrum projects) but also a Kanban Velocity / Throughput gadget to be used with Kanban or JSM projects.

Currently those all chart generated based on Project, can we filter it based on team?

Yes, the Control Chart gadget supports data source of type JQL or Filter, which gives you the flexibility about what issues to include. In this case, configure the gadget with a filter/JQL that returns the issues of a certain team. Same applies for Kanban Velocity / Throughput gadget.
The Team Velocity gadget uses an agile board (Scrum) as data source. If you have an agile board for each team, just select the board of the team.
If multiple teams share the same agile board, you could use the option to filter the sprints by name of the team. But in this case you must have a sprint naming convention across all teams in which the sprint names contain the team name (e.g. Team A - Sprint 1, Team B - Sprint 1, Team A - Sprint 2 ...)
