Could I share internal comment in Jira service Desk with certain customer?

Hello,

This is my situation: I have two customer types, for example, manager and his boss. All of them have only customer access rights, so they can not see internal comments. Managers write applications for equipment to customer portal and these applications should be approved by the boss. 

Sometimes I need to add comments, visible only to the boss (approver), and invisible to the reporter. Is there a way to do it? Now, when I add a shared comment, everyone can see it, and no one can see an internal comment...
