Creating Service Desk issue by user having Jira Core licnese only

Hello!

The question is:

if user has only Jira Core license, can this user create Service Desk issues (jira?

I didn't find the concrete answer in documentation and in Atlassian Community - can such

users do it or can't do it.

In this article https://confluence.atlassian.com/jiracoreserver080/jira-applications-overview-967898635.html table says that for Jira-Cloud users can create, for server - can't.

I've tested this case in my Server Jira Core + Jira Server:

1. took user which in grop jira-user

2. changed next permissions (allow this user to) in Jira Service Desk Project - browse project, create issue, make transition.

3. login in Jira as this user

As result, this user:

1. haven't got access to Jira Service Desk (has no license to this application)

2. can browse SD project - according to documentation

3. can create issue in Jira SD project 

4. can't transition issues - according to documentation

5. can't add external comments (only internal)  according to documentation

6. can't see JSD features, such as SLA's - according to documentation

So, it seems this experiment says that users without JSD license can create JSD issues,

despite what the table from the link below says.

Unfortunately, I can't be sure about this case since didn't find the answer in documentation

(except table from link).

Please, help me to clearify this qusetion.

Are you talking about creating issues as SD agent via JIra? Answer - yes, but without SD license only "core" functionality is available.

Or as external customer via Customer Portal? Answer - yes, it does not require any license at all.

About via JIRA as user with JCore license and without JSD license.

I've got expected result from experiment and from this answer on my quetion is yes. I just wanted to get som prove from other guys to be sure.
