Custom Field with options i need to provide users permission to add new options in the list.

I have created a custom field that has drop-down options and is searchable. I would like to have the custom field options added by the end user. Currently, an admin can update the same.

It cannot be achieved via List Field, you can use label field on which the user can add the new value or use the existing one.

You could give that team a Team managed Jira project.

Give al the users project admin permissions and they are able to create and add new fields only on that project.

Off course this would not work if you use the field information for reporting or other KPI's as values can be renamed and options added
