Customers not getting emails on customer facing comments

We have customers/reporters on tickets that are saying they are not getting customer comments emailed to them.  This is working for me when I am the assignee or even just a watcher but it is reporters on tickets from our customers who are saying they are not getting emailed the updates.  Is there something I need to update?
