I am an organization manager. I am trying to reactivate a user that has been disabled, but I got an error and couldn't activate it. I am trying to add a new user with the same email address, but this account is blocking me from creating a new user. How can I solve this problem?

You indeed won't be able to create a 2nd accounts with the same email but the original account will need to be reactivated.
Since the error message does not provide us with much information this might be best taken up by Atlassian to see why "something went wrong".
