We are facing Jira performance issues due to "issue created" event being trigged at once.
Events trigged while issue is created from either Automation Rules, Workflows, Notification Schemes etc.,
I'm checking on the order of events executed on Jira Issues.
It sounds like this would be better solved by raising a ticket with https://getsupport.atlassian.com/ so we can look at your instance and assess what is going on. If you are experiencing performance issues with your Automation rules, it would be best if we could run some diagnostics and tests to get to the bottom of it.

What do you mean by it is having performance issues? What is happening that leads you to believe that? What action(s) do you believe is triggering this behavior?

When we have many issues created by short period (e.g. 200 per 5 min), each issue triggers events and automation rules. After reaching some point, Jira stops calculating SLA's and Automation rules in whole instance. In same time this problem cannot be defined by infrastructure monitoring level, due it's not detects as unnormal resources level. We want to find a way to build monitoring for events queue
and We assume that Jira have main events queue for all projects.

So it sounds like you are hitting a limit with the automation rules? Are these single project rules? Or do that span multiple projects? Are you getting breach notices in the automation app?

According to Atlassian's Status Page everything is operational. There could be something very specific to your instance that's causing the symptoms you see. But, I don't think the community is going to be able to help you with that unless you provide more details about your environment and your own, current, diagnoses of the problem (if you have one).
Have you opened a support ticket with Atlassian?
