Get error 404 after clicked on the 'Configure permissions in user management' link

In System->Global permissions, if I click on to 'Configure permissions in user management' what i get is a 404 error, the url is <base-url>/admin/access/config

Resolution:

  1. Access dark feature page through <base-url/SiteDarkFeatures!default.jspa>
  2. Disable com.atlassian.jira.config.CoreFeatures.PERMISSIONS_MANAGED_BY_UM
