How I can restrict to specific group to resolve issues?

Our Service Desk is configured so that all incidents are controlled by Incident Management workflow. Some of these incidents can be higher security level and are treated by different users.

Can I set our instance so Group A (specific agents) can close all incidents except higher security incidents, which are closed by Group S (security agents)? Some agents in Group S can be also in Group A, but some Group S agents should not be able to close "normal" incident tickets.

Group A closes normal incident tickets, Group S closes security incident tickets. If member of Group S is not part of Group A, he/she can not close normal incident tickets.
