The widget feature is for embedding into another site, not within the JSM portal itself.

Welcome to the community!
The "Widget" will allow customers to get help on your website. You will not require to add "Widget" to the "Portal" as portal will anyways have capabilities to create tickets and search in the knowledge base.
Widget can be simply configured from the project settings, and after configuring, you will need to add a embed code to your website.
