I want to migrate all users from Confluence 5.9.2 along with spaces to a new version of confluence, I can't see the specific version for some reason, it's not showing anywhere, I might be missing permissions.
My main request is any guidance on how to export from 5.9.2 and how to import them into the cloud Confluence, would appreciate any help on this.

You would need to upgrade your Confluence Server version to a newer version and then you can use the Cloud Migration Assistant for Confluence.

Maren here from the Atlassian team. While the Cloud Migration Assistant for Confluence is great for migrating spaces from Confluence Server to Cloud, it doesn't yet move users.
This functionality is in progress and will be released soon, so stay tuned.
In the meantime, there are a few ways to move your users from Confluence Server to Confluence Cloud:
Get Atlassian Access and create and maintain users with SCIM for Okta
