I am unable to access our Jira site: https://neoc.atlassian.net/.
It appears that our free plan may have exceeded the 10-user limit or the trial has expired. Since I cannot log in, I am unable to remove users myself to comply with the free plan limits.
Could you please assist us in restoring access or advise how we can reduce the user count so we can regain access? Any guidance on upgrading to a paid plan, if required, would also be appreciated.

Because the free plan has a rigorous 10-user limit and neither login nor user management is permitted when this limit is reached, access to your Jira site was probably limited. Atlassian advises upgrading to a premium plan or getting in touch with customer support for assistance regaining access if you are unable to get in to lower the user count on your own.
Contact Atlassian Support: In order to stay within the free plan, you must get in touch with Atlassian Support (https://support.atlassian.com) and ask for a temporary increase in the number of users or help deleting users if you do not want to upgrade.
