How do I add users?

Hi, I'm using Jira Admin.  In the Admin area, I do not see how to add a user, only to "assign roles" to existing users.  How do I add users?

Where is exactly are you in the "admin area"? Search for the "User Management" admin screen (You can type G+G in your keyboard and search those words too!)

Only JIRA admins can do this. If you are a project admin, you will only be able to assign users to roles.
