How to create tasks in Jira Software from Splunk events/incidents?

I am looking for methods to integrate Splunk and Jira. It looks like there is a Splunk Plug-In to receive Jira data, but the only OTB Splunk connector is limited to Jira Service Desk.

Is there documentation on how to create Jira Software incidents based off of Splunk incidents? 

Looking for out of the box solutions or API documentation.
